Employee Health Benefits Program

Main benefits

Doctor

Employees have the flexibility to choose from several health plan options A preferred provider organization (PPO) plan and a high deductible health plan (HDHP) administered by Premera, and a health maintenance organization (HMO) plan. HMO) administered by Kaiser Permanente.

Dental

Employees can choose from two dental plans: Delta Dental of Washington or Willamette Dental Group.

Long Term Disability (LTD)

LTD Insurance is income protection in the event of disability due to an injury or illness sustained on or off the job. Employees are eligible to receive a monthly benefit of 60% of base monthly earnings (up to maximum use of $5,000 per month) after a selected waiting period of 60, 90, or 120 days.

Basic term life insurance

Employees carry $50,000 of basic term life insurance, which provides a benefit to your designated beneficiary in the event of your death.

Employees are eligible for vision hardware insurance provided through EyeMed Insurance Vision Care.

Flexible Spending Account (FSA)

Two types of FSAs are available: the Health Care FSA and the Dependent Care FSA. The Health Care FSA allows pre-tax dollars to pay for out-of-pocket health care expenses recognized by the Internal Revenue Service (IRS). The Dependent Care FSA allows pre-tax dollars to pay for dependent daycare expenses established by IRS regulations.

Health Savings Account (HSA)

Employees enrolled in the HDHP may choose to enroll in the HSA plan. Employees make tax-deferred contributions to the HSA plan to pay for out-of-pocket medical expenses. The HSA account balance rolls over from year to year.

Accidental death and dismemberment (AD&D)

ADD Coverage is additional protection covering employees and their family members for death or dismemberment due to an accident.

Voluntary Term Life Insurance (VTL)

Employees, their spouse or state-registered domestic partner (SRDP), and dependent children are eligible for VTL Coverage. Qualified new hires will be offered the ability to enroll in VTL coverage up to the guaranteed issue (GI) amounts without the need to complete a questionnaire or health tests.

Additional benefits

Extended Sick Leave (ESL)

Five days are accumulated each year and can be used immediately if hospitalized or after 24 hours of missed work per occurrence.

Only

The PUD observes ten paid vacations from the fund each year.

Short Term Disability (STD)

Sexually Transmitted Diseases Benefits may be available to employees who have missed 40 consecutive hours of work and have exhausted their ESL.

Savings and retirement

The PUD offers two deferred compensation savings plans: a 457 deferred compensation plan and a 401(k) savings plan. Each has different Internal Revenue Service codes that limit the amount employees can defer. The PUD will match 100% of an employee’s contributed wages to the 401(k) Savings Plan per paycheck, up to 2.5% (effective 1/1/22). The PUD matching contribution is earned after three years of employment. 

Eligible employees are enrolled as members of the  Washington State Public Employees Retirement System (PERS)  administered by the Department of Retirement Systems (DRS) in one of the following plans:

  • PERS Plan 2
  • PERS Plan 3

Retirement Health Savings Plan (RHS)

All new eligible employees receive a monthly contribution to a PUD-sponsored RHS Plan, provided one paid hour in that month. Upon separation or retirement, participants can use their account to obtain reimbursement for eligible out-of-pocket health care expenses, including premiums.

Social Security

Snohomish County PUD is not an employer covered by Social Security; new employees participate only in the Medicare portion of Social Security.

Employee Assistance Program (EAP)

The PUD provides access to an EAP for confidential evaluation and referral for various life/work/relationship issues. This service is available at no charge to the employee or their immediate family and includes five (5) sessions per issue per calendar year. Access is open 24 hours a day, seven days a week.
